Are these painted or decals? And depending on what they are can you get the cutout or the decals from ford? Thanks

I believe they are decals, but not 100% sure. Check with your local Ford dealer, they should be able to confirm and get you a part number. My '08 upper striping is a decal and previous models with the upper stripes are also decals/pin stripes.

Check with Ford but the price might me way out there heres a place where they will make what you want I ordered some stuff from them before and they were good to deal with as well (thanks to OH MY HOG for telling me about it)

i believe there painted on the brochure on them says its some new way to paint and not hold it up going down the line

Depends what color combo you got, some were much more pronounced then others

i was leafing through the roush catalog and they are making rocker flame and box stripping kits now for the sd.:)

05-07 flames are painted.

An inexpensive alternative until you can get it painted would be getting decals from this fellow - as SKRWZ mentinoned:
