91 f150 fuel gauge not working????????????

I have a 91 f150 4.9l automatic with dual metal gas tanks

and when i have the tank set to the front one the gauge reads empty but the pump works well.

how is the best way to test what is wrong? is it the sending unit? fuel pump? just the float and lever?

i have pulled the tank and pump out and now im stuck and not sure what to do to fix the problem

please help with troubleshooting and advice on what to do??

since the pump is working odds are it's a float problem

check resistance of the sending unit while moving the float arm,should change smoothly with no opens.:)
