Older trucks used to have a tank switching solenoid valve on the frame rail. This was controlled by a switch on the dash. Yours has two fuel pumps. One in each tank. The fuel return line is controlled by a valve inside the fuel pump housing which is operated by pressure from the fuel pump. If the pump is on and working the valve is open allowing fuel to return. Of course, if the pump is off or not working the valve will not open and fuel is blocked from returning. In case anyone is wondering, I had to change my front pump and I was curious, so, I opened up the old one to see how it worked.
