anyone know where I can get diagnostic/tuning software for '89-'94 351w?

that uses eec-iv (OBD1)- it does have on board diagnostics - you will need a jumper wire and a test light or multi-meter.
There is very little out there for tuning it - the computer is not flash reprogrammable like newer OBD11 vehicles.
